SPECIAL ISSUE
- IEEE Open Journal of the Communications Society: Advances in 6G-Enabled Mission-Critical Communication Networks for Public Safety, Emergency Response, and Resilient Operations. This special issue will examine how 6G terrestrial and non-terrestrial networks—augmented by AI-driven analytics, integrated sensing, and resilient communication infrastructures—can transform public safety, emergency response, situational awareness, and post-disaster management. Submissions will address both breakthrough technical innovations and the practical challenges of deploying these systems in real-world, mission-critical environments.

The Public Safety Publication Committee is seeking white papers from various committees — including, but not limited to, Transportation, Communications and networking, Infrastructure, and other relevant sectors — for inclusion in the Second Edition (2026–2027) of our publication.

Public Safety Technology Published Whitepapers and Special Issues
- “Smart Algorithm and Informatics Technology for Public Safety”, an IEEE Public Safety Technology Initiative Report. Technologies for public safety include innovative strategies leveraging the Internet of Things (IoT), AI, and data analytics for community safety. They provide rapid and efficient catastrophic responses while enhancing prevention, protection, mitigation, response, and recovery. Compatibility, interoperability, data security, and changing standards are all difficulties. Cooperation is required to standardize technology, establish frameworks, and provide data protection priority. To keep up with innovations, agile techniques must be used to evaluate, update, and create new standards. The five mission areas of prevention, protection, mitigation, response, and recovery are discussed in the white paper. Read the White Paper.

“Transportation Technology on Public Safety – Part I: Road Transportation”, an IEEE Public Safety Technology Initiative Report. This white paper focuses exclusively on road safety, with a particular emphasis on vehicle communication systems as a key enabler for intelligent transportation. While safety and security are essential across all modes of transport, this document limits its scope to ground-based vehicular networks. - “Communications and Networking for Public Safety”, an IEEE Public Safety Technology Initiative Report. This IEEE Public Safety Technology Initiative report discusses communication and networking technologies that can be leveraged to improve public safety. The report explores various use cases and scenarios, examining their benefits, challenges, and enabling technologies. Read the Whitepaper (PDF, 2 MB).
- “Blockchain Technology for Public Safety”, an IEEE Public Safety Technology Initiative Report. This whitepaper aims to discuss potential opportunities and challenges of blockchain technology for public safety applications. A background on blockchain technology will be described. Some use cases for using blockchain technology in a public safety environment are identified as potential opportunities. For realizing these use cases, a list of technology gaps and challenges are pending for future solutions. Read the White Paper (PDF, 642 KB).

“Public Safety Technology Gaps and Opportunities”, by the IEEE Public Safety Technology Task Force. The IEEE Public Safety Technology Task Force published it’s first White Paper that addressed industry gaps and opportunities, a bed for multi-disciplinary and cross-technology coordinated approach, and a pressing need to transition to a full initiative utilizing cross-IEEE assets to respond to recent climate and human induced disasters across the globe.
